I had a similar problem numerous times. I think I may know what to do.
Go to Start - Run - Type in "DXDIAG" in the little box that pops up. If prompted with a message, click YES. Now go to the sound tab on the Box that pops up.
In the middle of the box somewhere it will say "DirectX Features". Change Hardware sound Acceleration from "Full Acceleration" to "Basic".
My games sound was stuttering and ling and being delayed ages ago. I changed that and for some reason it fixed it.
We both each have crappy sound (No offence). You have crappy Onboard sound I have practically the worst sound card in exsistance (and crappy speakers to top it off). So if this helped me, maybe it'll help you.
